Odisha Constitutes Fitment Committee For 7th Pay Commission Implementation

Bhubaneswar: The Odisha government has issued a notification for constitution of a six-member Fitment Committee for implementation of seventh Central Pay Commission recommendations.

The committee will be headed by Development Commissioner R. Balakrishnan. The other members of the committee are Home secretary Asit Kumar Tripathy, Forest and Environment secretary Suresh Mohapatra, Finance secretary Tuhin Kanta Pandey, Finance special secretary AK Meena, and OSD-cum-special secretary of Finance Aswini Kumar Mishra.

The committee will recommend the revision in the pay scale of state government employees keeping in view the revised pay scale of central government employees on the basis of  seventh Central Pay Commission recommendations.

The committee will submit its recommendations within a period of four months, said the notification.

    The decision of Government of Odisha is welcome.The Fitment committee should take care to remove the anomaly relating to fixation of pension of pre-2006 pensioners in the light of Latest order of Govt.of India based on the directive of Hon’ble supreme Court delinking 33years of service for full pension.

  2. I think state government give pay scl that state employer’s less than 10% of central pay scl and give that pay scl of all contractual and regular employers.

    Sir,
    We, the low paid Ministerial staff in district cadre are most of graduate and above in qualification. It is not to say that, are back bone to the government of Odisha and any beneficial work of the present government are achieved and implemented by us. The Heads of Department and the Sachivalay Ministerial employees are in fact, are approved or sanctioned from time to time as per the proposal /project submitted from the field level offices and it is practically exercised by the ministerial staff either of the collectoriate or any sub-ordinate offices under different departments. In this connection you may laugh on this sentence but, it is practical, that when we (District cadre) are in bear category, Heads of Department Ministerial are dear category and finally Departmental Ministerial are near category.
    All of us thus, demand before the Committee to review the status of our employees and the following demand suggest to Government to implement after upgrading the genuine status for us.
    1) The designation may be changed to Executive Officer and Senior Executive Officer by merging the three post i.e. Junior Clerk, Senior Clerk and Head Clerk as most of Ministerial work are done through on-line and work load are reduced in shape of men power.
    2) The transfer policy of all Ministerial staff may be regulated with the jurisdiction of a Revenue Division Commission instead of whole sate which stands hardship to a Ministerial employee as being inhabitant of Baripada transferred to Koraput and suffered a lot during his service period and become imbalance in his family and disturbed in education ,sustainable stand etc.
    3) When the Drawing and Disbursement power of the Heads of Department and in Secretariat are given to Ministerial staff, same policy may be given to the district offices and Senior Executive Officer may be delegated similar power.
    4) The Orissa Ministerial Service Rule, Orissa General Finance Rules and Record manual may be amended accordingly.
    5) The Scale of Pay and related Grade Pay of the 6th. Pay Commission may be rescheduled prior to fitment committee final report.
    6) The initial Scale of Pay may be started with 9300-34800 with Grade Pay 4200/- and 4600/- respectively may be fixed.
    7) The R.C.M. claims may be withdrawn and Medicine allowance @ 200/- per employee may be allowed to each employee with the monthly salary. If any time one employee spends high amount may be granted after approving the different parafornia for the life risk diseases.
    8) Some percent in OSS, ORS, OTAS and OES may be reserved for the Ministerial employee by way of central selection committee.
    9) House Rent for the employees working in District Head quarters may be allowed as may be allowed to” B” class city and radius from their office may be extended up to 20 KMs. Instead of 8 KMs.
    10) Interest on long term loan may be reduced to 5% in place of 11% and above.
    11) At least 10% reservation for employment of the children of the Government employees may be initiated.
    12) Pensionary benefit may be allowed to all employees as all are working same till their service period and devoted to the state in their service road and after old age he can leave in better standard or equal status. JOY JAGANNATH JOY JAGANNATH JOY JAGANNATH
